The official guidance for the courts, which comes into force next month, also recommends a less draconian approach to the sentencing of “drug mules”.
The council says it recognises that mules are often women who have been coerced or exploited by organised criminals: judges should take a six-year prison sentence as their “starting point”, rather than the current 10 years, when considering cases of mules playing a “lesser role” in bringing in up to 1kg of heroin or cocaine….
“The whole system of sentencing for drug offences needs significant reform as the reality is that the UK gives longer sentences for supply than most other countries,” she said, pointing out that the starting point for importing a “medium amount” of heroin was 11 years while the starting point for a rape was five years.

Legalize It of the Day: A 20-year, federally funded study conducted jointly by researchers at UCSF and UAB found that smoking marijuana once a week, or even once a day in some instances, did no long-term damage to the lungs.
The study, published today in the the Journal of the American Medical Association, tracked 5,000 individuals across 20 years, and compared their usage of marijuana and tobacco to their health stats.
Cigarette smokers saw a considerable loss in lung function over time, but participants who smokes marijuana as often as once a day for seven years saw no change.
Additionally, no harmful effects were recorded in individuals who smoked marijuana occasionally for longer.
According to the study’s authors, one possible explanation for the results may be THC — the active ingredient in marijuana. The compound is known to combat inflammation, and may be responsible for offsetting irritants that cause lung problems.
Dr. Stefan Kertesz, the study’s co-author, also posits that an unintended side-effect of marijuana usage is the strengthening lung tissue as a result of breathing deeply during inhalation.
And as if all that wasn’t enough, researchers found that pot smoking might actually improve lung function. “At levels of marijuana exposure commonly seen in Americans, occasional marijuana use was associated with increases in lung air flow rates and increases in lung capacity,” Kertesz said.
He did note that the increase was not enough to “make you feel better,” but, then again, if you’re smoking marijuana, chances are you’re already feeling pretty great.

The position of ecstasy near the bottom of the list was defended by Prof Nutt, who said that apart from some tragic isolated cases ecstasy is relatively safe. Despite about a third of young people having tried the drug and around half a million users every weekend, it causes fewer than 10 deaths a year. One person a day is killed by acute alcohol poisoning and thousands more from chronic use.
Prof Nutt said young people already know ecstasy is relatively safe, so having it in class A makes a mockery of the entire classification system for them. “The whole harm-reduction message disappears because people say, ‘They are lying.’ Let’s treat people as adults, tell them the truth and hopefully work with them to minimise use.”

Starting next year, cigarette makers will have to give up the top half on their packages to display nine anti-smoking images in rotation. In ads, 20 percent of the real estate at the top of the ads will have to be devoted to a graphic warning.

Sorry for the grossness on your dash. I just have to point out how utterly ridiculous it is that we can have a product like cigarettes - which are so harmful that people have to resort to extreme measures like this to try to stop their use - can be legal, but merely possessing small quantities of drugs like MDMA, LSD and marijuana can get you thrown in jail. USA! USA!
